Dear NRC,
If you were to walk into the nuclear plant at San Onofre today and judged it with the same standards that you would require of a new plant there is no question that you would never allow it to operate. A design that is faulty; agreed upon by yourselves, the company that made the steam generators, Edison, a plant with a history of the most infractions of any other US plant and questionable safety issues due to fault lines. So why is there even a discussion about a restart? Because the amount of money that has already been spent to build the plant up to this point.
Unfortunately, the loss of money already spend is no reason to restart the plant. Please demand the same safety standards that you would require of a new plant and put the safety of the population above the loss of the cost of replacing steam generators with badly designed generators.
I my mind, the request of the owners to restart a nuclear power plant with a known faulty design is simply immoral. Please follow your mandate to protect the population and refuse to allow a restart.
