,f/"FA Address: XX, General Comment Docket ID NRC-2013- 0070 Ruling in favor of no significant hazards consideration is not the right course for the San Onofre reactor; this is not a trivial change in procedure. Radioactive facilities must be reviewed carefully considering the margin of safety. The San Onofre reactor has demonstrated significant damage and Southern California Edison has to request that the reactor be ran at 70% power. Clearly, if the reactor cannot function at 100% power, then it should not be allowed to function at a substandard level. Nuclear energy is a dangerous and risky form of power, responsibility and accountability is expected by regulators. The San Onofre reactor holds 15 billion curries of radioactive material, such quantities must be regulated and regulation that takes into consideration the danger present to the public. It is the NRC's duty to protect the public, it is clear that from the tube damage the reactor has serious faults, which need further examination and analysis.
