Should the root cause be found to be a fundamental problem in design, the plant should be shut down permanently.

I have sailed in the waters off San Onofre. I would hate to see those beautiful waters polluted by nuclear waste.

Yes, I know.... -but the people in Japan didn't know that their water was going to be polluted, either.
