SEOUOYAH NUCLEAR PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION REVIEW To Whom It May Concern:
The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review of the effects of renewing the operating license for Sequoyah Nuclear Plant (SOI\\l), Units 1 and 2.
SON is located in Hamilton County, Tennessee, approximately 6 miles east of Soddy-Daisy, Tennessee, on a peninsula on the western shore of the Chickamauga Reservoir. SON is operated by the Tennessee Valley Authority. During a meeting with the Tennessee Historical Commission to discuss the effect of the renewal on historic properties, the Eastern Tennessee Historical Society was identified as a group with possible interest in the area surrounding SON.
As such, the NRC would like to inform the Eastern Tennessee Historical Society of its review.
Under NRC regulations, the original operating license for a nuclear power plant is issued for up to 40 years, and the license may be renewed for up to 20 years. The current operating license forSaN, Units 1 and 2, will expire on September 17,2020, and September 15, 2021, respectively. The requested renewals would extend the license expiration dates for SON, Units 1 and 2, to September 17, 2040, and September 15, 2041, respectively. As part of the NRC's review, a site-specific supplemental environmental impact statement (SEtS) to its "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (GElS),
NUREG-1437, will be prepared under 10 CFR Part 51, the NRC's regulation that implements the National Environment Policy Act of 1969. The SEIS will include an analysis of environmental issues and will include analyses of potential impacts to historic and archaeological resources, terrestrial ecology, aquatic ecology, hydrology, and socioeconomic issues (among others) and will contain a recommendation regarding the environmental acceptability of the license renewal action. In addition, as outlined in 36 CFR 800.8, the NRC plans to coordinate compliance with Section 106 of the National Historic Preservation Act (NHPA) through the requirements of the National Environmental Policy Act. The NRC expects to publish the draft SEIS on February 10, 2014. A copy of the document will be sent to you for your review and comment.
