DICK ERBE Law Offices of Richard Erbe March 6, 2012 Allison MacFarlane - Chairwoman U.S. Nuclear Regulatory Commission Mail Stop O-16G4 Washington, DC 20555-0001 Re: San Onofre Nuclear Generating Station Unit 2 Restart

Dear Ms. MacFarlane,

The Simi Valley Chamber of Commerce is very concerned about the ongoing availability of safe, reliable ad economic power sources to help businesses through our nascent economic recovery. Our Chamber supports the proposed restart of the San Onofre Nuclear Generating Station (SONGS) Unit 2.

If the Nuclear Regulatory Commission determines that Southern California Edison (SCE) has completed the corrective actions requested in the March 27, 2012 Confirmatory Action Letter, we believe that SCE should be allowed to implement its Return-to-Service Action Plan to operate SONGS.

It is imperative that businesses have access to uninterrupted power sources year round, particularly during peak periods. San Onofre provides an emissions free support for grid voltage that can respond to less predictable power production from wind and solar sources. With the San Onofre support system in place, businesses can prosper without suffering the losses attendant to brownouts or blackouts.

The Chamber's decision to support restart of SONGS Unit 2 has been greatly influenced by the San Onofre safety record. The facility has never been closed for a safety violation. We expect safety to remain the number one priority at San Onofre.

We believe that the challenges that California faces to simultaneously grow its

economy, lower emissions, and provide economic power sources may be insurmountable without the prompt availability of the San Onofre plant to support the power grid.

Sincerely, Leigh Nixon -

President & CEO Simi Valley Chamber of Commerce
