REGULATORY/PREDECISIONAL ENFORCEMENT CONFERENCE WATTS BAR NUCLEAR PLANT - DOCKET NOS. 50-390 SEQUOYAH NUCLEAR PLANT - DOCKET NOS. 50-327, 50-328

Dear Mr. Shea:

This letter confirms the telephone conversation between you and Richard Croteau of this office on April 3, 2013, concerning a Regulatory Conference, being conducted at your request, which has been scheduled for April 22, 2013, at 8:00 a.m. Eastern Daylight Time. The meeting notice, which provides additional details, is enclosed. The purpose of the Regulatory Conference is to discuss the risk significance of the preliminary inspection findings documented in Inspection Report Nos: 05000390/2012009, 05000327/328/2013009, and 05000327/328/2013010. These findings are summarized as follows:

Watts Bar 05000390/2012009-01: Inadequate Abnormal Condition Procedure for Flood Mitigation Strategy Prior to Installation of flood barriers which was preliminarily identified as Yellow, e.g. an issue having substantial safety significance.

Watts Bar 05000390/2012009-02: Failure to Report Unanalyzed Condition Related to External Flooding (Traditional Enforcement Violation)

Watts Bar 05000390/2012009-03: Failure to Maintain an Adequate Abnormal Condition Procedure to Implement the Flood Mitigation Strategy which was preliminarily identified as Yellow.

Watts Bar 05000390/2012009-04: Failure to Adequately Protect Safety-Related Equipment During Flood Mode Preparation which was preliminarily identified as White, e.g. an issue having low to moderate increased importance to safety.

J. Shea 2 Sequoyah 05000327, 328/2013009-01: Inadequate Abnormal Operating Procedure for Flood Mitigation Strategy Prior to Installation of flood barriers which was preliminarily Yellow.

Sequoyah 05000327, 328/2013009-02: Failure to Report Unanalyzed Condition Related to External Flooding (Traditional Enforcement Violation)

In addition, the conference will also address the apparent violations associated with these inspection findings.
