SUMMARY

OF MARCH 26, 2013, MEETING WITH SOUTH CAROLINA ELECTRIC & GAS TO DISCUSS PROPOSED EMERGENCY PLAN CHANGES On March 26, 2013, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with South Carolina Electric & Gas Company (SCE&G or the licensee) concerning Virgil C. Summer Nuclear Station (VCNS) Units 1, 2 and 3, from the NRC Headquarters, 11555 Rockville Pike, One White Flint North, Rockville, Maryland. The purpose of the meeting was to discuss two license amendment request submittals. Enclosure 1 contains a list of attendees. The licensee's slides are available in the Agencywide Document Access Management Systems (ADAMS) at Accession No. ML13098A804.

DISCUSSION The proposed changes reflect the combination of emergency plans for Unit 1 and Units 2 and 3, the addition of new emergency response facilities, expansion of the emergency planning zone (EPZ), relocation of the Joint Information Center (JIC) and the emergency planning rulemaking for Appendix E to Part 50 and Section 50.47(b) to Title 10 to the Code of Federal Regulations.

Primarily the discussion focused on the licensee's intent to submit all the proposed changes concurrently. The NRC staff indicated that the licensee may be better served if the planned expansion of the EPZ and relocation of the ..IIC were submitted separately. Based on when the licensee intended to relocate to the new emergency response facility, the licensee may need to address staffing with fuel onsite for Unit 1 and not Units 2 and 3; and/or with fuel onsite for all three units. It was also noted that the NRC staff will likely be reviewing a drill to support the Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) for Units 2 and 3.

Also other parts of the review, such as the merging of the two emergency plans may be better served by separate submittals. The recommendation is based, in part, on the licensee's proposed schedule and the possible complexity for reviewing some of the changes against the two licensing schemes (10 CFR Part 50 and 10 CFR Part 52) currently in place until Units 2 and 3 receive fuel onsite. The NRC staff recommended that SCE&G take a look at the proposed changes and how the changes would be reflected in the licenses for all three units to ensure consistency.
