On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Reference 1 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 2 of Reference 1 contains specific Requested Actions, Requested Information and Required Responses associated with Recommendation 2.1 for Flooding Hazard Reevaluation. Item 1 of the Requested Information asks for a final Hazard Reevaluation Report.

Per Reference 2, the Flood Hazard Reevaluation Report for Turkey Point is to be submitted by March 12, 2013, which corresponds to one (1) year from the date of Reference 1.

Submitted herein is the Florida Power & Light Company (FPL) Turkey Point Units 3 and 4 Flood Hazard Reevaluation Report. The report includes an Interim Action Plan that documents actions planned or taken to address the reevaluated hazard.

L-2013-087 Page 2 Subsequently, as requested in Item 2, of Enclosure 2 of Reference 1, FPL will perform an integrated assessment, which will 1) evaluate the effectiveness of the current licensing basis (i.e., flood protection and mitigation systems), 2) identify plant-specific vulnerabilities, and 3) assess the effectiveness of existing or planned systems and procedures for protecting against and mitigating consequences for the entire duration of the flood event.

In accordance with the required responses as identified in Enclosure 2 of Reference 1, FPL will complete and submit to NRC the Turkey Point Units 3 and 4 Integrated Assessment Report prior to March 12, 2015.

This letter contains no new regulatory commitments.
