NINE MILE POINT NUCLEAR STATION UNIT 2 2012 ANNUAL ENVIRONMENTAL OPERATING REPORT Subsection 5.4.1 of the Environmental Protection Plan (EPP), as contained in Appendix B of the Renewed Operating License for the Nine Mile Point Nuclear Station Unit 2, requires that an Annual Environmental Operating Report be submitted to the Commission prior to May 1 of each year. The following addresses the requirements found in Subsection 5.4.1 of the EPP for the submittal of the Annual Environmental Operating Report:
- 1. Provide summaries and analyses of the results of the environmental protection activities required by Subsection 4.2 (if any) of the EPP for the report period, including a comparison with related preoperational studies, operational controls (as appropriate), and previous non-radiological environmental monitoring reports, and an assessment of the observed impacts of the plant operation on the environment. If harmful effects or evidence of trends towards irreversible damage to the environment are observed, a detailed analysis of the data and a proposed course of mitigating action shall be provided.
Subsection 4.2 of the EPP denotes three areas of environmental monitoring:
0 Subsection 4.2.1 (Aquatic Monitoring) has no specific monitoring requirements although it is noted that the Commission will rely on the decisions made by the State of New York under the authority of the Clean Water Act for any requirements. Aquatic monitoring is specified in the station's State Pollutant Discharge Elimination System Permit (SPDES Permit) which is a site permit applicable to Nine Mile Point Nuclear Station Unit I and Unit 2. The SPDES Permit requires a limited Aquatic Monitoring Program (referred to in the permit as Biological Monitoring Requirements) which, at the present time, is only applicable to Unit 1. Unit 2 is in compliance.
Therefore, no Aquatic Monitoring Program is presently required for Unit 2.
0 Subsection 4.2.2 (Terrestrial Monitoring) does not contain any monitoring requirements.
Subsection 4.2.3 (Noise Monitoring) does not contain any monitoring requirements.
- 2. Provide a list of EPP non-compliances and corrective actions taken to remedy them.
A review of the EPP requirements and plant records showed that there were no non-compliances with the EPP requirements during 2012.
- 3. Provide a list of all changes in station design or operation, tests, and experiments made in accordance with EPP Subsection 3.1 which involved a potentially significant unreviewed environmental question (non-radiological).
A review of plant records, including environmental evaluations, showed that there were no changes in station design/operation, tests, or experiments during 2012 that could have involved a potentially significant unreviewed environmental question (non-radiological).
During 2012, the plant implemented an extended power uprate (EPU) to 3,988 MWt, or a 20 percent increase over original licensed thermal power (3,323 MWt) and a 15 percent increase 1 of 2
NINE MILE POINT NUCLEAR STATION UNIT 2 2012 ANNUAL ENVIRONMENTAL OPERATING REPORT over the previous stretch power uprate (3,467 MWt). However, the environmental significance of the uprate was reviewed and previously presented to the NRC in the original License Amendment Request (LAR) Pursuant to 10 CFR 50.90: Extended Power Uprate dated May 27, 2009 in Section 5.0:
Environmental Consideration, and Attachment 9: Supplemental Environmental Report. Those documents concluded that the environmental impacts of operation at 3,988 MWt are either bounded by the impacts described in earlier National Environmental Policy Act assessments, or constrained by applicable regulatory criteria; therefore, the EPU would not significantly affect human health or the environment. On November 17, 2011, the NRC issued Nine Mile Point Nuclear Station, Unit No. 2 Environmental Assessment and Finding of No Significant Impact Related to the Proposed License Amendment to Increase the Maximum Reactor Power Level.
- 4. List all nonroutine reports submitted in accordance with Subsection 5.4.2 of the EPP.
During 2012, there were no nonroutine reports submitted to the Commission in accordance with Subsection 5.4.2 of the EPP.
