Subject:

Topics for another meeting on the NFPA 805 apparent violation Importance: High Below are the topics that the NRC believes need further discussion in a future meeting (perhaps on April 10 or 11):

Discussion Topics:

A. Basis for the milestone dates:

1. There were 6 milestones in the licensees letter dated 3/11/13. For each of those milestones, please provide the staff an understanding of the major assumptions in developing the milestone schedule, the contribution of restraints on licensee resources or equipment availability, and a discussion of the critical path that results in those particular completion dates.
2. The staffs understanding is that milestone 4 is dependent on the staff issuing a license amendment to approve replacing the station auxiliary service water (ASW) pump with the PSW pump. Please confirm that milestones 1-3 can be accomplished without NRC staff action.

B. Wording of the milestones:

1. The staffs understanding is that for each milestone date, besides providing the equipment, it includes the fact that the equipment will be functional on that date, with approved procedures and training for the operators completed. Please confirm this, and provide clarifying language so that achievement of the milestones can be assessed in an unambiguous manner.

C. Additional milestones or conditions:

1. In order to ensure that milestone 4 is not impacted by the staffs processing of the PSW license amendment request (LAR), the staff proposes that the licensee commit to the following:
a. Provide answers to the current NRC requests for additional information (RAIs 107, 139(e),

141, 160, 161, 162, 164, 168, 169, 170, 171) by April 19, 2013.

b. Provide answers to any subsequent RAIs within 30 days of the date of the RAI letter, or a date agreed to when the RAI is issued.
