FERMI 2 - REVIEW OF FERMI 2 PHYSICAL SECURITY PLAN (PSP),

TRAINING AND QUALIFICATION PLAN, AND SAFEGUARD CONTINGENCY PLAN, REVISION 14 (TAC NO. ME8797)

Dear Mr. Plona:

By letter dated August 1, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 12219A3S9), Detroit Edison Company (the licensee) submitted the Fermi Nuclear Power Plant's Physical Security Plan (PSP), Training and Qualification Plan, and Safeguards Contingency Plan, Revision 14, under the provisions of Title 10 of the Code of Federal Regulations (10 CFR) SO.S4(p)(2). The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure.

On October 1, 2012, U.S. Nuclear Regulatory Commission (NRC) staff issued formal requests for additional information (RAI) (ADAMS Accession Nos. ML12276A269 and ML12284A019) to the licensee.

In a letter dated November 30, 2012, the licensee submitted RAI responses that provided sufficient detail to resolve questions 1 through 4. In addition, the licensee committed to provide clarification in the next revision to the PSP. Open questions will be referred to Region III to be resolved through inspection.

The staff determined that changes, as described above in Revision 14 of the PSp, complied with 10 CFR SO.S4(p). The licensee utilized the NEI 03-12, Revision 7, template to effect these changes. The staff determined that the licensee properly concluded that the reported changes did not result in decrease in safeguards effectiveness and recommends no further regulatory actions.

The effectiveness of the implementation of this revision is subject to future NRC review and inspection.
