This letter is in reference to your petition for rulemaking (PRM) that you submitted to the U.S.
Nuclear Regulatory Commission (NRC) on January 25, 2013 (NRCs Agencywide Documents Access and Management System Accession No. ML13035A186), on behalf of the Nuclear Energy Institute. Your petition has been docketed under § 2.802 of Title 10 of the Code of Federal Regulations, Petition for rulemaking, to acknowledge your request that the NRC amend its regulations at 10 CFR 73.56(a)(4), 10 CFR 73.56(a)(5), and 10 CFR 73.56(l) to impose a limited scope of third-party review of denials or revocations of licensee unescorted access decisions to ensure that such decisions cannot be overturned by any third party.
