Justin, Based on the format of the Watts Bar fire protection report, Part X (ten) the staff expected a brief evaluation (perhaps a short paragraph or a few bullets), NFPA 13, element 4-4.13, of why the duct obstructions are acceptable in that particular area. When we looked at Part X, there was no evaluation.

This appears to be an omission of an evaluation that they should have performed.

WBN 2 technical issue: sprinkler obstruction Importance: High The staff has identified an issue related to sprinkler system coverage under obstructions:

FPR Part X (page X-30) identifies a deviation from NFPA 13-1975 element 4-4.13: Sprinklers under HVAC ducts over 4 feet wide not provided in U1 penetration room on elevation 692 in vicinity of double duct over cooler 1B-B. This is the only information concerning this configuration in the FPR. This configuration also seems to contradict the sprinkler obstruction guidelines in Part VII of the FPR.

TVA should:

1) Confirm which room this configuration exists in;
2) Provide an evaluation of the acceptability of not providing sprinkler coverage under this obstruction.
3) Confirm that a similar configuration does not exist for Unit 2, or if it does, provide an evaluation for Unit 2.
