Fire Protection Questions from January 31, 2013 Meeting Justin,
2 The following represent our interpretation of the questions raised by the Fire Protection reviewers at last weeks meeting (1/31/13). Please review and confirm with the Fire Protection folks that this properly captures their questions.
Provide clarification/resolution and proposed report revisions (if required) to address the following issues related to the Watts Bar dual unit Fire Protection Report (FPR):
- 1. Regarding the Reactor Coolant Pump Oil collection System Deviation (FPR Part VII, Section 2.8), provide the low oil level alarm setpoint and justification for why this minimizes the potential for oil accumulation.
- 2. Regarding the Reactor Coolant Pump Oil collection System Deviation (FPR Part VII, Section 2.8), state if WBN utilizes an on line oil makeup/filling process and justification for why this minimizes the potential for oil accumulation.
- 3. Regarding FPR Part VII, Section 7.1.3.2, either provide justification for acceptability of an OMA in the fire area for Room 713.0-A1A in 50 minutes (which is not consistent with the previous NRC acceptance of in less than approximately 60 minutes) or eliminate the requirement to enter the area.
- 4. Regarding Part VII, Section 7.0, retain the original context of the section(s) to be applicable to Unit 1 only and provide a separate discussion of the Unit 2 Operator Manual Actions (OMAs) in Room of Fire Origin.
- 5. Provide clarification as to where in the FPR the Unit 1 safe shutdown path OMAs are discussed. Where is the Unit 1 OMA calculation referenced in the FPR?
- 6. In Part II, Section 12.10.6, Paragraph B, there appears to be an error in the NRC accession number for a referenced July 1, 1994 TVA letter.
- 7. Part I, Table I-1 Fire Areas 18 and 19, Part VI, Fire Areas 18 and 19, Part VII, Section 2.4 - These locations are inconsistent with the requirements of 10 CFR 50, Appendix R, Section III.G.2 regarding the suppression system (manual versus automatic) and the applicability of the deviation in Part VII, Section 2.4. Additionally, Part I, Table I-1 Fire Areas 29, 30, 34, 35, 43, 44 and Part VI, Fire Areas 29, 30, 34, 35, 43, 44 (which contain rooms similar to those in Fire Areas 18 and 19) do not reference the Part VII, Section 2.4 deviation. Address this issue generically.
- 8. Part VI, Section 3.39.2.1 states that credit is taken for offsite power for seven minutes to prevent Refueling Water Storage Tank (RWST) drawdown; however, this credit is not discussed elsewhere in the FPR. Provide justification/basis for the availability of power as assumed. This change was introduced in the November 30, 2011 FPR submittal.
- 9. Part VI, Section 3.14.1 states under the Suppression paragraph that Fire Area 9-1 complies with Appendix R,Section III.G.1 but then states that the area contains redundant safe shutdown equipment which is inconsistent with the requirements of Section III.G.1. Part VI does not reference the Part VII, Section 7.0 Evaluations of OMAs in the room of fire origin.
- 10. Part II, Section 12.3 states In addition, the system can be manually operated via the electro-manual pilot valve for each hazard protected on the loss of power to the system. Explain the meaning of the phrase on the loss of power to the system.
