By Reference 1, in accordance with the provisions of 10 CFR 50.55a(a)(3)(ii), STP Nuclear Operating Company (STPNOC) submitted for Nuclear Regulatory Commission (NRC) approval relief request RR-ENG-3-12 for South Texas Project (STP) Unit 2 from the American Society of Mechanical Engineers (ASME)Section XI Code requirements for periodic inspection of reactor coolant pressure boundary check valves with installed seal cap enclosures. The proposed alternative was to perform the examinations at the seal cap enclosures until their removal as planned for completion during the 2013 refueling outage (2RE16). Conference calls were held between STPNOC and the NRC staff on February 14 and February 26, 2013. It was discussed that the issues in RR-ENG-3-12 are adequately addressed by the regulatory and licensee actions documented in Reference 2 and STPNOC's commitment provided in Reference 3 to permanently remove the remaining seal cap enclosures from the affected components during the Unit 2 refueling outage in 2013. Hence, STPNOC hereby withdraws relief request RR-ENG-3-12.
