Vogtle Initial License Operating Exam Appeal Panel Importance:

Malcolm, Thank you very much for arranging for your team to be available next week. With exam schedules and summer plans, the next opportunity to conduct this panel is pretty far out. The panel will be conducted in accordance with OLMC-500, Processing Requests for Administrative Reviews and Hearings. The panel will consist of Don Jackson (Chair-Region I), David Muller (Program Office), and Chris Steely (Region IV). We plan to arrive at 0830, Monday, June 25, 2012, and depart late morning Thursday, June 28, 2012. I understand that we will conduct the panel discussions in Rm. 972 of the Region II offices. Please provide whiteboard/flip charts, and computer facilities with projection capabilities. In addition, please sequester and deliver to the panel all examiner notes, and exam administration files for all applicants for the 2012 Vogtle examination for the panel to review. Please make Plant Vogtle aware that there is a remote possibility that we may need their simulation facility for scenario reconstruction on Wednesday.

I plan to conduct the panel review as follows:

Monday-Frame out applicant appeal technical concerns, and generate questions for the NRC exam team, Talk with Mr. Meeks (due to availability)

Tuesday-Complete development of questions for the exam team and discuss the technical issues with the exam team Wednesday-Complete discussions with exam team and management, begin deliberations on conclusions Thursday-Complete deliberations on conclusions, and assign responsibilities to generate the written product with conclusions to IOLB.and depart.

If a trip to the Vogtle simulator is necessary, we will conduct the visit Wednesday PM.

Please reassure your exam team that I intend to conduct this panel in an Open and Collaborative fashion with the ultimate goal of ensuring that conclusions support our mission of ensuring public health and safety, while being fair to the applicant. The bottom line is that the conclusions of the examination process and the panel need to be able to support scrutiny in a legal hearing environment.
