Cal. Edison Restart Unit 2 Ms. MacFarlane; A stable supply of energy is critically needed in Southern California both for a successful business environment and a high standard of living for our residents. One need only look at the recent spike in gasoline prices to see how an unstable, unreliable supply of energy (gasoline) has impacted the cost of goods and services in our State. We are aware of your ongoing review of the gasoline supply issue, and we hope you will be just as engaged with the San Onofre Unit Two restart issue. We need a reliable, cost effective supply of electricity in California as well!

For the years that San Onofre has been in operation, Southern California Edison (SCE) has operated it safely and efficiently. If it were otherwise, those opposed to the Nuclear Industry would have been instantly pointing out each and every failure to the media and to your office. We all would have been cognizant of the media coverage any failure would have generated.

SCE is now requesting permission to restart Unit 2 and run it for 7 months to conduct a low power test. They have stated publicly they will not restart the Unit until they, and the Nuclear Regulatory Commission (NRC), are both satisfied that it is safe to do so. They have also stated publicly that the test will be closely monitored and shut down at the first hint of a problem. We think it time to test Unit 2 in the hope that it can be brought to full power to again supply cost effective energy to the Southern California grid. We are asking for your support for the restart.

Respectfully, Coroth v-lns CEO/Pr ient I
