LIMERICK GENERATING STATION, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION REVIEW

Dear Mr. Nelson:

The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review of the effects of renewing the operating license for Limerick Generation Station, Units 1 and 2 (LGS).

LGS is located in Limerick Township, of Montgomery County, PA, and is operated by Exelon Gener.ating Company, LLC (Exelon). As part of its review of the proposed action, the NRC has prepared a draft site-specific Supplemental Environmental Impact Statement (SEIS) to its "Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437." The draft SEIS includes analyses of relevant environmental issues, including potential impacts to historic, archeological and cultural properties from extended operation and refurbishment activities associated with license renewal.

As stated in our September 16, 2011, letter to the Advisory Council on Historic Preservation, the NRC staff has determined that the area of potential effect (APE) for a license renewal action is the area at the power plant site and its immediate environs that may be impacted by post license renewal land disturbing operation or projected refurbishment activities associated with the proposed action. The NRC views the APE for the LGS license renewai review as including the LGS site and the immediate environs.

In the context of the National Environmental Policy Act of 1969, under which the draft SEIS was prepared, the NRC staff preliminary determination is that the impact of license renewal on historical and archaeological resources is small and additional mitigation is not warranted.

Under the provisions of the National Historic Preservation Act of 1966, the NRC staff's preliminary determination is that no historic properties will be affected by the proposed action.

In support of this conclusion, the NRC staff has conducted an errllironmental audit at the site and performed an independent analysis and review of historic and archaeological records. The NRC also contacted 15 Native American Tribes identified as having potential interest in the proposed undertaking. Three tribes-the Delaware Tribe of Indians, the Onondaga Nation, and the Stockbridge-Munsee Band of the Mohican Nation -re:;ponded tathe NRC with scoping comments. These comments included requests for notification if historic and culturai resources of culturai significance were discovered on the LGS site and statements of no concern VVith the undertaking. Staff has taken the comments into consideration while preparing the draft SEIS.

Appendix D of the draft SEIS contains copies of these letters.

The U.S. Nuclear Regulatory Commission (NRC) has published a draft plant

specific supplement 49 to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), NUREG-1437, regarding the renewal of operating licenses NPF-39 and NPF-85 for an additional 20 years of operation for Limerick Generating Station, Units 1 and 2 (LGS). LGS is located in Pottstown, Pennsylvania. Possible alternatives to the proposed action (license renewal) include no action and reasonable alternative energy sources.

DATES: Submit comments by June 27, 2013. Comments received after this date will be considered, if it is practical to do so, but the NRC staff is able to ensure consideration only for comments received on or before this date.

The NRC staff will hold public meetings prior to the close of the public comment period to present an overview of the draft plant-specific supplement to the GElS and to accept public comments on the document. Two meetings will be held at the Sunnybrook Ballroom, 50 North Sunnybrook Road, Pottstown, PA 19464 on Thursday, May 23,2013. The first session will convene at 2:00 p.m. and will continue until 4:00 p.m., as necessary. The second session will convene at 7:00 p.m. and will continue until 9:00 p.m., as necessary. The meetings will be transcribed and will include: (1) a presentation of the contents of the draft plant-specific supplement to the GElS, and (2) the opportunity for interested government agencies, organizations, and individuals to provide comments on the draft report. Additionally, the NRC staff will host informal discussions one hour prior to the start of each session at the same location. No comments on the draft supplement to the GElS will be accepted during the informal discussions. To be considered, comments must be provided either at the transcribed

- 3 public meeting or in writing. Persons may pre-register to attend or present oral comments at the meeting by contacting Ms. Leslie Perkins, the NRC Environmental Project Manager, at 1-800-368-5642, extension 2375, or bye-mail at les/ie.perkins@nrc.gov no later than Friday.

May 10, 2013. Members of the public may also register to provide oral comments within 15 minutes of the start of each session.
