Dear Chairwoman Macfarlane,

I have become aware of the reported existence of a Mitsubishi Heavy Industries (MHI) document apparently written in 2012, entitled "Root Cause Analysis Report for tube wear identified in the Unit 2 and 3 Steam Generators of San Onofre Generating Station" (Report), that was cited in a February 6, 2013 letter to you from Senator Barbara Boxer and Congressmember Edward Markey.

The Boxer/Markey letter nmakes troubling assertions about what Southern California Edison (Edison) and. MHI may have known related to.the design. of the San Onofrereplacement steam generators. I am also aware that the Nuclear Regulatory Commission will be investigating the Report, and I appreciate your efforts to bring transparency and accountability to the forefront of this very serious matter that affects the health and safety of more than 8 million people living near the San Onofre Nuclear Generating Station (SONGS).

As a member of the State Assembly representing approximately 465,000 San Diego Gas & Electric ratepayers, many of whom have very real concerns about the potential safety in restarting SONGS without every assurance as to.its safety, I respectfully urge you to promptly release an unredacted copy of the Report so that I, my constituents and those living and working in close proximity to SONGS can fully evaluate what happened and the impact of what happened on the present condition of the plant.

My Policy Director attended the NRC's February 12, 2013. Public. Meeting in Capistrano Beach, California, and reported that there were approximately 1000 people there to hear wanting to know what happened a year ago and what wil!l happen in the future at SONGS. Releasing, an unredacted copy of MHI's Report would help clear the air and inspire confidence in the NRC's process.
