A brief summary of telecom with FERC (Mahoney) on Jocassee Dam Kamal:
At 10 am on 10/15/08 the Oconee Flood issue group (led by Melanie Galloway) held a telecon with FERC staff (Dan Mahoney's group) to discuss the generic issues related to the Jocassee dam inundation study performed by the Oconee licensee (Duke Power). At the outset of the telecon, Galloway explained the reasons for the telecon, and requested Mahoney to help the NRC staff to understand better the breach parameters used in the 1992 inundation study mandated by FERC and the current condition of the Jocassee dam. Throughout the one-hour telecon, the FERC staff was very helpful, and promised to provide the NRC staff with the requested additional information related to the 2004 (FERC) Part 12 Inspection Report, which contained the seepage and settlement data, among others, pertaining to the Jocassee dam.
At the end of the telecon, Dan Mahoney suggested that the discussions could be continued in a face-to-face meeting at his office in D.C., when FERC staff would provide the NRC the following data:
- 1. The Jocassee dam breach parameters used in the 1992 inundation study.
- 2. The results of the sensitivity analysis, if available, that might have been performed by Duke varying the' breach parameters.
- 3. The seepage and settlement data pertaining to Jocassee dam for the period from 2004 to date.

In addition the FERC staff volunteered to'provide us the construction specifications related to the Jocassee dam, even if they have no compaction data for the embankment shells, which may be susceptible to seismically-induced liquefaction.
After his staff assembles the data described above by 11/19/08, Mr. Mahoney will inform the NRC staff the date of the proposed meeting in his office in D.C. Tentatively, Galloway suggested the afternoon of December 1 for the proposed meeting in Mahoney's office in D.C.
