PALISADES NUCLEAR PLANT - DRAFT SAFETY EVALUATION FOR LICENSE AMENDMENT REQUEST RE: REPLACEMENT OF SPENT FUEL POOL REGION I STORAGE RACKS (TAC NO. ME8074)
Dear Sir or Madam:
By letter dated February 28, 2012, Entergy Nuclear Operations, Inc. (ENO or the licensee),
proposed a change which would revise the Technical Specifications (TSs) for the Palisades Nuclear Plant (PNP) to support the replacement of the Region I main spent fuel pool (SFP) storage racks and the storage racks in the north tilt pit (NTP) portion of the SFP. The licensee supplemented its February 28,2012, submittal, by letters dated September 6,2012, November 7,2012, and November 29,2012, in response to U.S. Nuclear Regulatory Commission (NRC) staff requests for additional information (RAls).
Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), the NRC staff has determined that the enclosed draft safety evaluation (SE) contains proprietary information, as indicated by text enclosed within double brackets. The staff will be issuing a non-proprietary version of the SE, without the information enclosed by double brackets. If you believe that any information in the Enclosure is proprietary, but is not property identified by text enclosed within dOUble brackets, please identify such information and define the basis pursuant to the criteria of 10 CFR 2.390. The final non-proprietary and proprietary SEs will be issued after making any necessary changes. The final non-proprietary SE will be made publicly available. The NRC staff's disposition of your comments on the draft SE will be discussed in the final SE.
Document transmitted herewith contains Proprietary Information. When separated from the Enclosure, this document is decontrolled.
