SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF SOUTH TEXAS PROJECT, UNITS 1 AND 2
Dear Mr. Rencurrel:
By letter dated October 25, 2010, South Texas Project Nuclear Operating Company (STPNOC or the applicant) submitted a license renewal application (LRA) pursuant to Title 10 of the Code of Federal Regulations Part 54, to renew operating licenses NPF-76 and NPF-80 for South Texas Project (STP), Units 1 and 2, for review by the U.S. Nuclear Regulatory Commission (NRC or the staff). The application requests the renewal of the STP, Units 1 and 2, operating licenses for up to an additional 20 years. The staff determined that the LRA was complete and acceptable for docketing on January 7,2011.
The staff has reviewed the STP LRA and has developed the enclosed "Safety Evaluation Report with Open Items Related to the License Renewal of South Texas Project, Units 1 and 2,"
hereinafter referred to as the Safety Evaluation Report (SER). This SER reflects the status of the staff's review of the LRA, requests for additional information (RAls), the applicant's responses to the staff's RAls, and other questions related to the LRA through December 14, 2012, unless otherwise noted. Issuance of the enclosed SER is an important milestone for both the applicant and the staff.
The staff has identified open items in its review that must be resolved before it can make a final determination on the application. The open items are summarized in SER Section 1.5.
In accordance with the schedule for completing the review of the LRA, you are requested to review the enclosed SER, verify its accuracy, and provide comments to the staff by December 31, 2013. The staff plans to review the current content and format of the SER for further improvement while incorporating your comments. The staff notes that, in accordance with your letter dated December 11, 2012, requesting a temporary suspension of the safety review of the STP, Units 1 and 2, LRA, staff actions with regard to the safety review of STP, Units 1 and 2, license renewal will be limited to the extent necessary to maintain the work in a status that can be readily resumed in 2014 without unnecessary duplication of effort..
