Dear Chairman Macfaleane:

On behalf of the members of the Building and Construction Trades, AFL-CIO, I am writing you to expeditiously and responsibly approve the safe and reliable restart of the San Onofre Nuclear Generating Station (SONGS) and oppose a license amendment and adjudicatory hearing process on the restart plan for the plant.

The availability of safe, affordable, and reliable electricity is one of the cornerstones of a strong economy that is able to provide highly skilled, well-paying jobs for the working men and women of the Southern California region.

The fact remains that the NRC process for safe nuclear facilities is very rigorous and transparent. It includes ample opportunity for all stakeholders and impacted communities to provide input. Since October, 2012, you have held two public meetings in Orange County and one public meeting at the NRC offices in Maryland. The process, which is founded in science and incorporates public comment, is thoughtful, deliberative, and well-established for making decisions like the one before you on SONGS. We support the NRC fully utilizing that process rather than imposing a patchwork response to charged political and litigious maneuvers.

While the proponents of a license amendment process claim they only want the NRC to adopt a more transparent process, they are in fact using misinformation and fear to prevent SONGS from returning to safe service, and more significantly, seeking the permanent shutdown of the nuclear plant. Our primary concern is for the over two thousand skilled workers at SONGS who work daily to ensure the safety of the plant and the surrounding communities. Those well-paying jobs are at risk which poses a very real threat to the regional economy. As the State Building and Trades Council of California wrote to you in 'December, 2012, we take very seriously the obligation to provide our members with a safe and professional worksite.

We are confident that neither our workers nor the public's safety has been or will be compromised at the plant once it comes back online.

We urge you to continue your thorough and critical evaluation of SONGS in order to make a timely decision on when SONGS should reopen based upon the facts before the NRC.
