January 31, 2013 Dear Chairman McFarland I received this today. After observing the NRC since its being stood up, one thing I have learned is that there is no real public participation in the NRC process. The "public" (ratepayers) are either working or have no notice of meetings to participate in, or when they do try and participate they are essentially shoved out of the way by the organized minorities calling themselves anti-nuclear people or environmentalists. This cannot be new news to you. As far back as 1942, we were warned about organized minority groups intimidating people in government, by Joseph Allan Beek, Secretary of the Senate, in his book, The CaliforniaLegislature 1942 - A copy can be found on e-bay http://cgi.ebay.com/California-Legislature-Joseph-Allan-Beek-Good-Boo-/380317793970 Somehow, the NRC process needs to be changed to hear from the ratepayers as they (we) are the ones actually paying for the NRC - albeit through the nuclear utility's providing electricity. In the case of San Onofre near me, its interesting to watch as time drags on in favor of the anti-nuclear industry.

Here is the latest from someone who claims to have meet with you a week or so ago, while you were here touring San Onofre.

Letter to the Editor: One Year Ago Today We Escaped a Major Disaster Letters to the Editor, SOAPBOX I January 30, 2013 by Staff I 0 Comments SAN CLEMENTE TIMES Gary Headrick, San Clemente On January 31, 2012, San Onofre announced an emergency shutdown due to the detection of radiation leaking from the newly replaced steam generators in Unit 3. What was thought to be a minor incident at the time could lead to the permanent closure of this troubled nuclear power plant.

Interestingly, it was originally designed to last until 2013, but Edison was granted an extension by the Nuclear Regulatory Commission to operate until 2022.

Inspections revealed that the minor pinhole leak from one of thousands of heat transfer tubes was due to a major design flaw, leading to excessive vibration. Eventually, more than 1,000 tubes were plugged due to highly unusual wear. Upon testing some tubes that appeared more worn than others, eight of them actually burst at pressures lower than they should have been able to withstand.

Had just one of those tubes burst while in full operation it may have unleashed radioactive water under 2,200 pounds per square inch of pressure in a whipping action, colliding with other tubes, causing them to burst in a cascading effect that would have been catastrophic.

  • avoided.

A year later, our gratitude for our safety is overshadowed by massive layoffs at the plant. Dedicated and loyal employees who managed to keep us safe all these years are being discarded while those responsible for poor decisions leading to this debacle continue to be rewarded with salaries in the millions of dollars.

In recognition of the first anniversary of San Onofre being shut down, San Clemente Green is holding an event this Saturday at the Community Center from 6 p.m. to 9 p.m., striking a careful balance between celebration and compassion for those who will lose jobs. Actor and devoted environmentalist Ed Begley Jr. will be sharing his own experience with alternative energy sources. He will be followed by Steve Bender, President of the U.S. Green Chamber of Commerce, who will talk about the green jobs that are currently available and those that are on the near horizon.

Pizza, beer and wine will be served with music being provided by the Kalama Brothers. Soon, the NRC will be deciding if Edison can restart at 70 percent power for five months to see if it leaks radiation without first fixing the problem. The last chance for the public to be heard about this proposed experiment will be on February 12, from 6 p.m. to 9 p.m. at Capo Beach Church. Please attend to let Edison and the NRC know that it is not okay to gamble with our lives and property values, especially considering the fact that having San Onofre out of service has not caused any blackouts for a year now.

Mr. Headrick and I appeared on the same PBS TV show about San Onofre. He stomped of towards the end of the taping, when the facts became to much for him, including about Arnie Gunderson - a strong anti-nuclear fearmonger who enjoys sitting at the NRC Commissioner's table during hearings.

If you think the same anti-nuclear people have not "had a seat at the table" over just us ratepayers, you may want to read Part 7 of the Congressional Hearings from May 24 to November 10, 1971, entitled "Problems of Electrical Power Production in the Southwest" as it was well known that we were headed for problems out here 42 years ago. It's why plants like San Onofre were built.

I do hope during your tenure you can find your way to let the (us) ratepayer's "the public" actually participate.

The irony was not lost on us when we were told the live webcast feed for today's Commission meeting on public participation wasn't, well, actually getting out to the public.

Obviously, we encountered technical difficulties. The contractor hired to broadcast the meeting discovered early inthe meeting that the webcast video was not being distributed to internet viewers (for reasons not yet clear). Unfortunately, it was not a quick fix to get it back up and running, See collII ien and only the lastII part of the meeting actually ended up being available via live webcast.

We apologize for this unfortunate turn of events. The archive of the meeting will be available in the archive section of the Webocast Portal later today.
