Annacone (CP&L), Brunswick Steam Electric Plant Notification of Licensed Operator Initial Examination 05000325/201 2301 and 05000324/2012301), dated March 8, 2012, ADAMS Accession Number ML120690257 10 CFR 55.40(b)(4) states that a power reactor facility licensee must receive NRC approval of their proposed written examination and operating tests for an NRC reactor operator license.

10 CFR 55.40(a) requires that the examinations meet the criteria in NUREG-1 021, Operator Licensing Standards for Power Reactors, in effect six months before the examination date. The operating test is scheduled to be administered during the weeks of December 3 and December 10, 2012, and the written examination is scheduled to be administered during the week of December 17, 2012, at the Brunswick Steam Electric Plant (BSEP).

Accordingly, Carolina Power & Light Company (CP&L) requests NRC review and approval of the enclosed operating test and written examination for NRC operator licenses at BSEP.

Mr. Andy Padleckas, as an authorized facility representative, has approved the examination outline and proposed examination.

Enclosures 1, 2, and 3 are being provided only to Mr. Bruno Caballero, the assigned NRC chief examiner.

10 CFR 55.49, Integrity of examinations and tests, and Supplement 1 to NUREG-1 021, Revision 9, Operator Licensing Examination Standards for Power Reactors, Section ES-201,, Examination Security and Integrity Considerations, requires that CP&L protect the integrity of the examinations and tests. Accordingly, CP&L requests that the enclosed material be withheld from public disclosure until after the examinations are complete.

Reference 1), Carolina Power & Light Company (CP&L) is submitting signed reactor operatcr and senior reactor operator license applications and medical certifications for individuals participating in the operating test that is scheduled to be administered during the weeks of December 3 and December 10, 2012, and the written examination that is scheduled tc be administered during the week of December 17, 2012, at the Brunswick Steam Electric Plant.

Submittal of the signed reactor operator and senior reactor operator license applcations and medical certifications is required at least 14 days before the first examination date. provides signed license applications for each applicant (i.e., NRC Form 398, Personal Qualification Statement Licensee). Enclosure 2 provides a copy of the medical certifications for each applicant, consisting of NRC Forms 396, Certification of Medical Examination by Facility Licensee. The signed originals of these certifications were previously submitted as Enclosure 3 of Reference 2.

CP&L requests that the enclosed information be withheld from public disclosure, in accordance with 10 CFR 2.390(a)(6), since disclosure of this information would constitute a clearly unwarranted invasion of personal privacy.

Dear Mr. McCree:

In accordance with the guidelines in Revision 9, Supplement 1, ofNUREG-1021, Operator Licensing Examination Standards for Power Reactors, and the NRCs letter dated March 8, 2012, Carolina Power & Light Company (CP&L) is providing the operating test outline and examination reference materials supporting an operating test, which is scheduled to be administered during the weeks of December 3 and December 10, 2012, and the written examination scheduled to be administered during the week of December 17, 2012, respectively.

A list of the examination reference materials is provided in Enclosure 1.

A copy ofthe outline for the operating test is provided in Enclosure 2. In accordance with 10 CFR 55.40(b)(3), Mr. Andy Padleckas, as the designated authorized representative of the Brunswick Steam Electric Plant, Units 1 and 2, has approved the outlines for the examinations of the applicants.

Copies of Examiner Standard Forms and Checklists from ES-201, ES-301, and ES-401 are provided in Enclosure 3. Copies of the reference materials are provided in Enclosure 4 (i.e., on six CD-ROMs).
