Dear Mr. Toebben:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter dated October 15, 2012, in which you conveyed your members concerns about the San Onofre Nuclear Generating Station (SONGS) and a request by your members to be included more in future public meetings.

As with all members of the public, we encourage participation in all public meetings, as well as other activities where the NRC provides information and solicits public input. The primary mission of the NRC is the protection of public health and safety and the environment. The NRC has seven organizational values that support this mission, including:

openness in communications and decision-making; service to the public and others who are affected by our work; and respect for individuals diversity, roles, beliefs, viewpoints, and work/life balance.

All points of view are valued. Throughout this extended shutdown and inspections, we have had a series of meetings where people were allowed to ask questions or make comments regarding SONGS. We began this series of public meetings with the Augmented Inspection Team exit meeting on June 18, 2012. The public meeting that you reference in your letter occurred on October 9. We held another public meeting on November 30. The next public meeting is scheduled for February 12, 2013, at the Capo Beach Church from 6 - 9 p.m. and your participation is encouraged.

The NRC will continue its independent, in-depth inspections and detailed review of the issues at SONGS, including aspects of the approval process for replacing the steam generators. The NRC will not allow the plant to restart until we are satisfied that the licensee can operate the plant without undue risk to public health and safety. The NRC will take the time needed to determine the appropriate actions to ensure the safety of the public and will communicate our determinations regarding the safety of SONGS, Units 2 and 3.
