Dear Mr. Reddemann:
By letter dated January 29, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12269A254), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 225 to Renewed Facility Operating License No. NPF-21 for the Columbia Generating Station. The amendment consisted of changes to the Technical Specifications (TSs) and Operating License in response to your application dated January 9, 2012, as supplemented by letters dated July 30 and November 14, 2012.
The amendment implements formatting changes to the Operating License and TSs resulting from a change in the word processing programs and the adoption of TSTF-GG-05-01, "Writers Guide for Plant-Specific Improved Technical Specifications," Revision 1. In addition to these administrative changes, the amendment implements editorial changes which do not result in any changes to the technical or operating requirements. (amendment letter) and Enclosure 2 (safety evaluation) to Amendment No. 225 inadvertently omitted one of the approved changes that we intended to include. Specifically, Paragraph 2.E of the Operating License was revised to remove the revision number and date of submittal of the "Columbia Generating Station Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Plan."
We have enclosed corrected pages of the amendment letter and associated safety evaluation dated January 29, 2013, to address this omission. The areas of change are marked with revision bars in the margin on the corrected pages.
This administrative error on the part of the NRC does not affect the staffs overall conclusions associated with approval of Amendment No. 225. The change is within the scope of the application as originally noticed in the Federal Register on July 24,2012 (77 FR 43374). We regret any inconvenience this error may have caused.

- 2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and Paragraph 2.C.(2) of Renewed Facility Operating License No. NPF-21 is hereby amended to read as follows:
(2) Technical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised through Amendment No. 225 and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

The licensee shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The plan, which contains Safeguards Information protected under 10 CFR 73.21, is entitled: "Columbia Generating Station Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Plan." Energy Northwest shall fully implement and maintain in effect all provisions of the Commission-approved cyber security plan (CSP), including changes made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The Energy Northwest CSP was approved by License Amendment No. 222.

3.2.19 Operating License Condition 2.E The licensee is proposing to revise Paragraph 2.E of the facility operating license to remove the revision number and date of the "Columbia Generating Station Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Plan." This change is an editorial change.
3.3 Conclusion The NRC staff concludes that the global administrative changes and editorial changes are acceptable.
4.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Washington State official was notified of the proposed issuance of the amendment. The State official had no comments.

5.0 ENVIRONMENTAL CONSIDERATION
The amendment changes a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The NRC staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration and there has been no public comment on such finding published in the Federal Register on July 24,2012 (77 FR 43374). Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22{c){9). Pursuant to 10 CFR 51.22{b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
6.0 CONCLUSION
The Commission has concluded, based on the descriptions and changes discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) there is reasonable assurance that such activities will be conducted in compliance with the Commission's regulations and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
