SUBJECT:
SUMMARY
OF NOVEMBER 8, 2012, MEETING WITH DUKE ENERGY CAROLINAS, LLC, TO DISCUSS NRC ORDER ON MITIGATION STRATEGIES FOR OCONEE NUCLEAR STATION, UNITS 1,2, AND 3 On November 8,2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. A list of attendees is enclosed. The purpose of the meeting was to allow the licensee to discuss with NRC staff an alternate method for complying with NRC Order EA-12-049, "Order Modifying Licenses With Regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events," (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12326A829).
The licensee's presentation is in the meeting slides (ADAMS Accession No. ML13004A365).
The licensee proposed the use of the Standby Shutdown Facility (SSF) at Oconee to meet certain requirements of the Order. As an alternate method, the SSF diesel-driven AC generator would be used for Phase I coping until implementation of a Phase II Flexible Coping Strategy (FLEX). Duke stated that the SSF currently has the capability for a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> mission time; although after about 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> the SSF portable pump would have to be placed in operation with a suitable water supply due to heatup of the original water source by the diesel COOling system, or else implement Phase 2 strategies at that time. The operability requirements for the SSF are in the plant Technical Specifications. Duke intends to submit their overall integrated plan by February 28, 2013.
