VIETNAMESE AMERICAN ARTS & LETTERS ASSOCIATION December 5, 2012 Allison MacFarlane, Chairwoman, U.S. Nuclear Regulatory Commission Mail Stop O-16G4 Washington, DC 20555-0001

Dear Ms. MacFarlane:

On behalf of the Vietnamese American Arts and Letters Association, a 501(c)3 organization based in Orange County and serving communities throughout Southern California, I am writing to express support for a fair and inclusive regulatory process currently under consideration for the proposed restart and operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2. We believe that Southern California Edison (SCE) should be allowed to restart and operate SONGS as proposed in their Return-to-Service Action Plan if the Nuclear Regulatory Commission (NRC) determines they have sufficiently completed the compensatory and corrective actions requested in the March 27, 2012 Confirmatory Action Letter.

VAALA representatives attended the NRC's Public Meeting at the St. Regis Monarch Beach Resort in Dana Point, California on October 9, 2012 in order to understand the impact the NRC's decision on SONGS has on not only the business community, but organizations such as ours. As a nonprofit organization with limited resources in an economy struggling with economic recovery, we understand the important role that affordable and reliable power has on our ability to continue doing advocacy, education, and programming in our communities. The communities we serve are also the same communities that Southern California Edison has served whether it be through providing affordable and reliable energy, community grants to nonprofits, or volunteerism among SCE employees.

We believe SCE will continue to hold the highest standards in protecting the health and safety of the communities they serve, even in a period of difficult economic recovery. Should you have further questions, you may reach me at ysale@vaala.org or 714-914-2260.

Sincerely, Ysa Le Executive Director Cc.
