United Communities Network 418 East Florida Avenue Hemet, CA 92543 951-929-7173 December 10, 2012 Office of U.S. Senator Barbara Boxer 112 Hart Senate Office Building Washington, D.C. 20510 The Honorable Barbara Boxer, As you are aware, the issue of restarting the San Onofre Nuclear Generating plant is of major concern in Southern California. At a recent hearing before an NRC panel in Irvine, an interesting point was made by Southern California Edison.
They had taken Unit 2 down for refueling and saw some minor wear on the tubing. Just to be safe, they then decided to take Unit 3 down for inspection. During the inspection, they found a lot to be concerned about with Unit 3. But Unit 3 is not the same as unit 2, which only had very minor wear.
They would like to restart Unit 2 for 7 a month trial run at a 50% load. At the conclusion of the 7 month test period, they will again take it down for re-inspection. This seems like a very cautious plan to bring the Unit back into service.
I'm asking for your support of this operational test as the Unit is much needed to supply power to Southern California. In a time of escalating costs we need to do all we can to produce efficient and cost effective power for your constituents.
They have repeatedly stressed Unit 2 would be operated it in a safe manner. If it fails this low power test, I would expect it to be shut down permanently. I am sure they understand the liabilities involved in operating a nuclear generating plant; having successfully provided power through this plant for so many years. I am convinced that they will operate it under the strictest guidelines and with the most careful oversight possible. I ask again for your support.
