Fountain R CHAM SE R OF COMME'rI RCE The Voice of Business Since 1966 December 4, 2012 Elmo E. Collins, Region Administrator, Region IV U.S. Nuclear Regulatory Commission 1600 East Lamar Boulevard Arlington, Texas 76011-4511

Dear Mr. Collins:

On behalf of the Fountain Valley Chamber of Commerce and our 250 members, I am writing to express support for a fair and inclusive regulatory process currently underway for the proposed restart and operation of the San Onofre Nuclear Generating Station (SONGS) Unit 2.

The Chamber believes that Southern California Edison should be allowed to restart and operate SONGS as proposed in their Return-to-Service Action Plan if the Nuclear Regulatory Commission (NRC) determines they have sufficiently completed the compensatory and corrective actions requested in the March 27, 2012 Confirmatory Action Letter.

The Fountain Valley business community and thousands of jobs depend on a reliable power system, SONGS serves a critical function of providing our regional transmission system with voltage support throughtout the year, particularly in times of peak demand.

Developing alternative sources of energy to offset the loss of power generated at SONGS may be necessary, but the Chamber is concerned that no source will be able to be put into place quickly enough to provide the immediate reliability that our businesses need during peak conditions.

We are confident that Southern California Edison is focused on protecting the health and safety of the public, as they have done for over 40 years the plant has been in existence. Getting SONGS back online as soon as possible is the only long-term electricity solution for maintaining a healthy economy in Fountain Valley.

Please feel free to contact me if you have any questions at 714-962-3822.

Sincerely, Beyerly White President & CEO Cc: Chairwoman Allison MacFarlane, U.S. Nuclear Regulatory Commission
