The FIN Team performed a corrective remedial repair of cabinet door 903-28 and then checked the Unit 2 side, Panel 902-28 (located in the front part of the Aux Electric room at elevation 517"6"). Panel 902-28 was found in the same condition as U3; namely, the opening device is a push button operated without a handle that requires a key to engage the latches. The FIN Team performed remedial repairs on cabinet door 902-28 in addition to 903-28 on 07/30/12.Operations was unsuccessful in finding a key for the U2 in addition to the U3 doors.This IR was generated to document unsecured latches for Unit 2 Panel 902-28.As an interim measure, the doors have been secured (taped shut) to prevent movement during a seismic event. In addition, a satisfactory "tug test" on the secured doors was performed by two SQUG-qualified engineers.

This interim solution is judged to be acceptable and has been accepted by Operations (Shift Manager).IR 1395498: DATA AQUISITION CABINET 1 & 2 DOOR DO NOT LATCH While performing NRC required NTTF (near term task force) seismic walkdowns, Panels 903-28 and 902-28 were found unlatched per IRs 01394831 & 01395481 respectively.

An extent of condition walkdown was performed in the Aux Electric room at elevation 51 7"-6"to see if there are other unsecured panel latches. The "Data Aquisition Cabinet #1 & #2" doors were found in similar conditions as those above; namely, the opening device is a button without a handle that requires a key to engage the latches. There are no other panels/cabinets in the Aux Electric room besides those identified above that have the key operated latches.This IR was generated to document unsecured latches for Data Aquisition Cabinets #1 & #2. These panels are not safety related and since they are by themselves, they have no spatial seismic interaction issues with other cabinets in the Aux Electric room.
