Mr. Mathews, By letter dated October 30, 2012 (Agencywide Document Access and Management System (ADAMS)

Accession No. ML12305A532), Exelon Generation Company, LLC (EGC) submitted a relief requests for Dresden Nuclear Power Station, Units 2 and 3. The purpose of this e-mail is to provide the results of the U.S.

Nuclear Regulatory Commission (NRC) staffs acceptance review of these relief requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The proposed relief requests would authorize the actions listed in the table below:

Relief Applicable 10 CFR TAC Nos. Summary of Request Request 50.55a paragraph Apply additional tolerances to the testing frequencies described in the ASME OM RV-01 ME9869/70 Code as an alternative from the 50.55a(a)(3)(ii) frequency specifications of the ASME OM Code.

Use ASME Code Case OMN-1, Revision 1 for the testing of active, non-skid mounted, ASME Class 1, 2 and 3 motor-RV-02 ME9867/68 operated valves (MOVs) in the DNPS 50.55a(a)(3)(i)

MOV testing programas an alternative to requirements of the OM Code (ISTC-3100,3310,3510,3521,3700,5120)

Allow six-year IST frequency with allowance for an additional six-month grace period for the DNPS main steam RV-02C ME9865/66 safety valves as an alternative to the five 50.55a(a)(3)(ii)

-year test interval requirement of ASME OM Code, Appendix I, Section I-1320(a).

Use of High Pressure Coolant Injection system exhaust line drain valve testing RV-23H ME9871/72 as an alternative method as an 50.55a(a)(3)(ii) alternative to ISTC-5150 requirements of OM Code The NRC staff has reviewed your letter and concluded that relief requests, provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
