(3) FPL Letter L-2012-274 dated July 9, 2012, "FPL/St Lucie Plant's 120-Day Response to NRC Request for Information Pursuant to 10 CFR 50.54(f) Regarding the Seismic Aspects of Recommendation 2.3 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident," Accession No. ML12192A519 On March 12, 2012, the NRC staff issued Reference 1 requesting information pursuant to Title 10 of the Code of Federal Regulations 50.54(f). Enclosure 3 of that letter contains specific Requested Information associated with Near-Term Task Force Recommendation 2.3 for Seismic.

Item 2 of the Requested Information asks for a final walkdown report, which is to include the following:

a. Information on the plant-specific hazard licensing bases and a description of the protection and mitigation features considered in the licensing basis evaluation;
b. Information related to the implementation of the walkdown process;
c. A list of plant-specific vulnerabilities (including any seismic anomalies, outliers, or other findings) identified by the IPEEE and a description of the actions taken to eliminate or reduce them (including their completion dates);

d. Results of the walkdown, including key findings and identified degraded, nonconforming, or unanalyzed conditions; include a detailed description of the actions taken or planned to address these conditions using the guidance in Regulatory Issues Summary 2005-20, Revision, 1, including entering the condition in the corrective action program;
e. Any planned or newly installed protection and mitigation features; and
f. Results and any subsequent actions taken in response to the peer review.

Per Reference 1, the above report is to be submitted within 180 days of the NRC's endorsement of the walkdown process and should include a list of any areas that could not be inspected due to inaccessibility and should identify a schedule for when the walkdown will be completed.

On May 31, 2012, the NRC issued its endorsement of EPRI Draft Report 1025286, Seismic Walkdown Guidance (Reference 2). Based on the Reference 2 endorsement date, the subject seismic walkdown report is due by November 27, 2012.

Per Reference 3, Florida Power & Light (FPL) confirmed that it will use the NRC-endorsed EPRI Report 1025286, Seismic Walkdown Guidance. The enclosed reports, "Seismic Walkdown Report, In Response to the 50.54(F) Information Request Regarding Fukushima Near-Term Task Force Recommendation 2.3: Seismic, St. Lucie Plant Unit 1," and "Seismic Walkdown Report, In Response to the 50.54(F) Information Request Regarding Fukushima Near-Term Task Force Recommendation 2.3: Seismic, St. Lucie Plant Unit 2," were prepared in accordance with the approved EPRI guidance and provides the requested seismic walkdown information.. This submittal completes FPL/St. Lucie's response to the Reference 1, Enclosure 3 information request.

This letter contains no new Regulatory Commitments and no revision to existing Regulatory Commitments.
