Provides technical review and oversight in development and finalization of agency emergency preparedness regulations and guidance; facilities resolution of technical issues, develops technical basis for regulations and guidance.

Supports other NRC offices as well as Federal and State agencies. Functions as NRC point of contact for Emergency preparedness in the international community; NEA EP working party member; technical reviewer for IAEA; Office of Economic Cooperation and Development Nuclear Energy Agency (NEA) Working Party Nuclear Emergency Matters (WPNEM) member; Co-chair of NEA/WPNEM Expert Group on Implementation of International Recommendations for Emergency Situations (EGIRES); NEA peer reviewer for France and Finlands implementation of ICRP-103, 109 and 111 guidelines for protective action recommendations in emergency and existing exposure situations. Technical manager for national lab development of NUREG/CR 6981 Assessment of Emergency Response Planning and Implementation for Large Scale Evacuations. Technical manager for development of NUREG/CR7032 Developing an Emergency Risk Communication (ERC)/Joint Information Center (JIC) Plan for a Radiological Emergency and NUREG/CR-7033 Guidance on Developing Effective Radiological Risk Communication Messages: Effective Message Mapping and Risk Communication with the Public in Nuclear Plant Emergency Planning Zones. I lecture on radiological and nuclear preparedness to include evacuation and other protective actions at the Harvard school of Public Health Continuing Education Program on Radiological Preparedness. I am the chair of the Expert Group on Response Implementation strategies, a subcommittee of the Working Party for Nuclear Emergency Matters for the Nuclear Energy Agency, OECD, Paris, France. I have delivered many speeches and workshops on emergency preparedness, recently at the International Emergency Management Association where I lead and emergency preparedness workshop; at the National Radiological Emergency Preparedness Annual Meeting; at regional meetings and at international meetings. I routinely represent the Nuclear Regulatory Commission at meetings with other federal agencies, including the Executive Office of the President at the White House, I have testified under oath on behalf of the NRC to a Congressional Sub-committee regarding nuclear power plant emergency preparedness matters, and I routinely speak with journalists regarding emergency preparedness for nuclear power plants. I am presently leading the initiative to develop a framework for emergency preparedness for small modular reactors.
