C. William Reamer Senior Regulatory and Nuclear Safety Consultant Summary Bill Reamer is a Senior Regulatory and Nuclear Safety Consultant, with over 30 years experience in both the public and private sectors. He has served as an expert on spent fuel management and reactor decommissioning policy matters, for reactor license renewal proceedings and for storage facility and repository developmental activities. Mr. Reamer consulted on the regulatory process for a deep geological repository with national and international bodies including the U.S. Nuclear Waste Technical Review Board and the International Atomic Energy Agency. He led innovative approaches to reach out to public communities affected by nuclear energy regulatory activities and consulted in areas such as public meeting facilitation for the U.S. Nuclear Regulatory Commission (NRC). He has served as an expert on NRCs Waste Confidence decision.
Prior to retiring in 2006 as Director of NRCs High-Level Waste (HLW) Repository Safety Division, Mr. Reamer led the establishment of NRCs regulatory framework for a possible geological repository at Yucca Mountain Nevada. NRCs repository program received the Office of Management and Budgets (OMB) highest program effectiveness ranking. As Deputy Director of NRCs Division of Waste Management and Environmental Protection, Mr. Reamer oversaw programs on decommissioning of nuclear facilities and sites, environmental protection, and low-level waste (LLW) management. He has been an officer of the triennial meeting of the International Joint Convention on the Safety of Spent Fuel and Radioactive Waste Management and consulted on development of International Atomic Energy Agency standards for geological repositories.
As an attorney manager at NRC, in the Office of the General Counsel, Mr. Reamer advised on licensing, certification and regulation of spent nuclear fuel transportation, storage and disposal; was involved in key legal proceedings upholding NRCs general license for spent fuel storage; and advised on NRCs Waste Confidence decision. He continues to be actively involved in Waste Confidence activities as they pertain to reactor license renewal and new reactors.
Mr. Reamer was in private legal practice in Washington, D.C., representing defendants in civil litigation, serving client in the area of environmental law and handling disputes associated with government contracts. He also handled defense of litigation in the areas of business torts and international trade regulation, and represented business clients on complex matters before administrative agencies. He holds a LL.M. from Boalt Hall, a J.D. from Duke University and is an active member of the District of Columbia Bar.

Qualifications Spent Nuclear Fuel and High-Level Waste - As Division Director, led development of regulatory structure for a possible geological repository for disposal of spent fuel and HLW.
Guided development of NRC regulatory approach for canisters for transportation, storage and disposal. As senior NRC attorney, implemented NRC regulations on licensing of transportation and storage of spent fuel at independent spent fuel storage installations (ISFSI) and certification of casks.
Waste Confidence Decision - Advised on NRCs Waste Confidence Decision on spent fuel storage and disposal. Serves as an expert on Waste Confidence in the context of reactor license renewal.
Public Communications - As Division Director, led design and implementation of public communications and outreach strategies for high-visibility nuclear project. Guided proactive public outreach program in Nevada. Represented NRCs regulatory role to government, industry and public audiences, including the media. Facilitated internal and external meetings, using neutral skills and techniques to assure successful meeting outcomes. Consulted for NRC on public meetings about regulatory matters for a geologic repository.
Waste Management - As Deputy Division Director, managed NRC's program for licensing, inspection, and regulation of material facility and power reactor decommissioning; of management, treatment, and commercial disposal of LLW; and of uranium recovery (UR) activities including mill tailings management. Provided regulatory and legal advice on regulatory oversight and consultation for decontamination and decommissioning of West Valley Demonstration Project and for management of wastes incidental to reprocessing at Department of Energy (DOE) weapons sites. Serves as an expert on reactor decommissioning policy in reactor license renewal proceedings.
Environmental Protection - As Deputy Director, developed and implemented NRC guidance on implementing National Environmental Policy Act (NEPA) for licensing and regulation of waste repositories, spent fuel storage facilities, transportation, fuel cycle facilities, and contaminated facilities and sites.
Litigation - In private practice, handled litigation defense in areas such as business torts, government contracts and international trade regulation, and represented business clients in administrative and civil settings on complex matters, often involving Federal regulations and administrative law. Prepared legal pleadings; made oral arguments; developed and implemented discovery strategies, and deposed experts; and appeared before trial courts and cross-examined witnesses.
Audits and Investigations - As NRC program manager, structured and implemented numerous lessons-learned inquiries. As senior NRC attorney, advised on expert administrative investigations. In private practice, participated in organizational investigations of alleged wrong-doing.
International Relations - Officer of the triennial meeting of the contracting parties to Joint 2
Convention on Safety of Spent Fuel and Radioactive Waste Management. Member of U.S.
negotiating team for Joint Convention treaty. Consultant on development of International Atomic Energy Agencys standard for geologic repositories.
Management and Supervision - As Division Director, led successful organization of new work unit of over 60 staff members, characterized by high staff morale, effective communications and staff empowerment. Guided staff activities to establish regulatory structure and positioned NRC to execute statutory role in nationally significant Yucca Mountain site recommendation, using innovative approaches to address regulatory issues. NRCs Yucca Mountain program received OMBs highest ranking of effectiveness. (Only about 18% of Government programs received OMBs highest ranking.)
Safeguards and Security - As Division Director, led development of requirements for physical security, material control, and information security for a geological repository. As senior NRC attorney, implemented security requirements for transportation and storage of spent nuclear fuel.
