Subject:

Crystal River Unit 3 - Bypass Fiber Quantity Test Plan

Reference:

"Meeting Presentation - Regarding GSI-191 Strainer Fiber Bypass Test Plan on November 1, 2012 for Crystal River 3 Generating Plant." (Accession No. ML12305A275)

Dear Sir:

On October 23, 2012, Crystal River Unit 3 (CR-3) transmitted to the NRC staff, via electronic mail, a draft of the "CR-3 Bypass Fiber Quantity Test Plan." The Plan provides for a consistent and uniform set of considerations for the performance of strainer bypass testing. Testing will determine a maximum mass quantity of fibrous debris bypass that will bound a set of conditions specific to CR-3.

The output from strainer bypass testing will be used to perform in-vessel downstream effects analysis as part of demonstrating compliance with Generic Safety Issue (GSI)- 191, "Assessment of Debris Accumulation on PWR Sump Performance" requirements.

On October 26, 2012, via electronic mail, the NRC provided questions to obtain additional information necessary to support the technical review of the Bypass Fiber Quantity Test Plan.

By a teleconference call on November 1, 2012, CR-3 discussed each question and provided answers to the NRC, as described in the reference above.

No additional questions were identified during the conference call. This letter provides the revised Plan.

This correspondence contains no new regulatory commitments.

If you have any questions regarding this submittal, please contact Mr. Dan Westcott, Superintendent, Licensing and Regulatory Programs at (352) 563-4796.

Sincerely,

,,?ice President C
