Millstone 2 - Acceptance Review for Relief Requests RR-04-13 (TAC ME9820)
Dear Mr. Bartron:
By letter dated October 18, 2012, Dominion Nuclear Connecticut, Inc. (DNC) submitted for the U.S. Nuclear Regulatory Commission (NRC) review and approval of Relief Requests RR-04-13 for Millstone Power Station Units 2 (ADAMS Accession Number ML12297A333). The licensee requested relief from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME),Section XI, for the hardship of performing required ASME code repair/replacement activities to a pipe flange in the 10-inch service water supply line to the emergency diesel generator heat exchangers.
In accordance with NRC's process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your Relief Request RR-04-13, and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
