CONFIRMATORY ACTION LETTER - SURRY POWER STATION UNIT NOS. 1 AND 2, COMMITMENTS REGARDING EMERGENCY DIESEL GENERATORS 1 AND 3
Dear Mr. Heacock:
This letter confirms commitments made by Dominion, in your letter (ML12320A298) dated November 13, 2012, and in discussions with your staff on November 1, 2012, which addressed your determination that the Emergency Diesel Generators (EDG) #1 and #3 are operable following assessment of the bearing failure in the EDG #2 in August of this year. It is our understanding that you will take the following actions:
- 1. If the confirmed analysis of lube oil samples on EDG #1 or EDG #3 indicate that the silver concentration is greater than or equal to 0.1 ppm, the affected EDG will be declared inoperable and its power packs replaced. The industry recommended action level for silver in the EDG lube oil is greater than or equal to 0.3 ppm. In light of the unanticipated nature of the EDG #2 wrist pin damage, the lowering of this action level to greater than or equal to 0.1 ppm is considered to be a conservative and prudent measure.
- 2. Based upon the results of the root cause evaluation, the EDG #3 power packs will be replaced in January 2013 and the EDG #1 power packs will be replaced in February 2013. The twelve (12) year EDG power pack replacement preventive maintenance frequency previously established the target date for EDG #1 and EDG #3 power pack replacement as September 2013 and July 2014, respectively.
These above actions are temporary and apply only until the EDG #1 and #3 power packs have been replaced. There is currently no indication that the bearing failure experienced on EDG #2 exists on either EDG #1 or EDG #3. However, the NRC considers it prudent to accelerate the power pack replacement and take action should silver concentration indicate bearing degradation.

Pursuant to Section 182 of the Atomic Energy Act, 42 U.S.C. 2232, you are required to:
- 1)
Notify me immediately if your understanding differs from that set forth above;
- 2)
Notify me if for any reason you cannot complete the actions within the specified schedule and advise me in writing of your modified schedule in advance of the change; and
- 3)
Notify me in writing when you have completed the actions addressed in this Confirmatory Action Letter.
Issuance of this Confirmatory Action Letter does not preclude issuance of an order formalizing the above commitments or requiring other actions on the part of the licensee; nor does it preclude the NRC from taking enforcement action for violations of NRC requirements that may have prompted the issuance of this letter.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and your response will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. To the extent possible, your response should not include any personal privacy, proprietary, or safeguards information so that it can be made available to the Public without redaction. If personal privacy or proprietary information is necessary to provide an acceptable response, then please provide a bracketed copy of your response that identifies the information that should be protected and a redacted copy of your response that deletes such information. If you request withholding of such material, you must specifically identify the portions of your response that you seek to have withheld and provide in detail the bases for your claim of withholding (e.g., explain why the disclosure of information will create an unwarranted invasion of personal privacy or provide the information required by 10 CFR 2.390(b) to support a request for withholding confidential commercial or financial information). If safeguards information is necessary to provide an acceptable response, please provide the level of protection described in 10 CFR 73.21.
