Comment Resolution (8-7-12) 1 SRO A4: Verify that admin JPM is different than the Radiation Control admin JPM on the 2009 initial licensing exam.

The 2009 admin JPM SKL0345029, Approve Radioactive Discharge-Release Permit (Task # 341013O0303) addresses liquid radwaste discharges. The 2012 admin JPM SKL0345025, Release Rate Determination Based On Drywell Curie Content And Vent Flow Rate (Task # 200150P0501) addresses determining a gaseous release from the drywell.

These are different tasks and different JPMs.

Control Room / In-Plant System JPM Outline (August 6, 2012)

Comment Resolution 1

Simulator JPM b (Sb): Verify whether or not this is the same JPM as Simulator JPM e (Se) on the 2009 initial licensing exam. Se from 2009 may be a subset of Sb.

JPM (Se) from the 2009 exam is:

SKL0342131 Transfer of 4160V Bus IG from DG2 to Emergency Transformer (Task #

245056G0101). This JPM addresses transferring the load off the DG to another bus.

JPM (Sb) on the 2012 exam is:

SKL034-21-14, DG2 Shutdown from Control Room (Task #

264023O0101). This JPM addresses unloading and securing the DG.

These are different tasks and different JPMs.

2 Simulator JPM g (Sg): Verify whether or not this is the same JPM as Simulator JPM c (Sc) on the 2011 initial licensing exam.

JPM (Sg) is a subset of JPM (Sc) that was on the 2011 exam. JPM (Sg) is being replaced with SKL034-20-18, Perform APRM

OBDI 202 - IOLE Process Gain Adjustment (With A Valid CTP Available With Two RR Loops Operating) This is a Safety Function category 6 task. This is a Direct from Bank (D) JPM.

The new JPM will be different than the 2011 JPM Sc.

3 Sg: On the RO outline (ES-301-2), it says it is a New JPM (N). The SRO outlines say it is Direct from Bank (D). Resolve.

JPM (Sg) is being replaced with SKL034-20-18, Perform APRM Gain Adjustment (With A Valid CTP Available With Two RR Loops Operating) This is a Safety Function category 6 task. This is a Direct from Bank (D) JPM. This JPM is not an Engineered Safety Feature (EN) JPM. As a result, the SRO-U will not perform JPM Sg but will perform JPM Sb which is an EN JPM. The SRO-I will no longer perform JPM Sg but will perform JPM Sb.

Conclusion:

Both the RO and SRO outline contain JPM Sb as a Direct from Bank (D) JPM.

Simulator Scenario Outline Comments (August 6, 2012)

Comment Resolution 1

Scenario 1: In the Scenario Outline, it says that all control rods fully insert following the scram. Three paragraphs later, it says that one control rod fails to fully insert. Resolve.

Event 9 is a failure of one control rod to scram. The outline has been revised to state that one control rod fails to insert on the scram.

2 Scenario 3: For Event 7, would it be expected that the ATC injects SLC? The ATC is addressing driving in rods, so it would seem more likely that the BOP would complete this.

The SLC control switches are located on the reactor control panel (Panel 9-5) and it is a normal task for the ATC to inject SLC. The task only takes a minute to perform so the ATC is not unduly distracted from driving in control rods. Every time this activity is performed in ILT or LOR, the ATC performs it.

3 Scenario 4: Recommend splitting Event 6 into 2 events: one for the Major Transient, one for the Component Failure response.

Event 6 has been split into 2 events as the comment states.
