SURRY POWER STATION, UNIT NOS. 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING LICENSE AMENDMENT REQUEST TO ADOPT TSTF-510, "REVISION TO STEAM GENERATOR PROGRAM INSPECTION FREQUENCIES AND TUBE SAMPLE SELECTION" (TAC NOS. ME9199 AND ME9200)
Dear Mr. Heacock:
By letter dated July 31, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12222A340), Virginia Electric and Power Company (the licensee),
submitted a license amendment request regarding the Surry Power Station Unit Nos.1 and 2 Technical Specifications (TSs). The proposed amendment would revise the Limiting Condition for Operation (LCO) 3.1.H, "Steam Generator (SG) Tube Integrity," Specification 6.4.Q, "Steam Generator (SG) Program," and Specification 6.6.A.3, "Steam Generator Tube Inspection Report,"
and include TS Bases changes that summarize and clarify the purpose of the TS in accordance with TS Task Force Traveler 510, "Revision to Steam Generator Program Inspection Frequencies and Tube Sample Selection."
The U.S. Nuclear Regulatory Commission staff has reviewed the information the licensee provided and determined that additional information is needed in order to complete the review.

Basis for the Request In your application you stated:
The proposed change also corrects an administrative inconsistency in TSTF-510, Paragraph d.2 of the Steam Generator Tube Inspection Program. In Section 2.0, "Proposed Change," TSTF-51 0 states that references to "tube repair criteria" in Paragraph d.2 is revised to "tube plugging [or repair] criteria." However, in the following sentence in Paragraph d.2, this change was inadvertently omitted:
"If a degradation assessment indicates the potential for a type of degradation to occur at a location not previously inspected with a technique capable of detecting this type of degradation at this location and that may satisfy the applicable tube repair criteria, the minimum number of locations inspected with such a capable inspection technique during the remainder of the inspection period may be prorated" (emphasis added).
The underlined phrase should state "tube plugging [or repair] criteria," consistent with the other changes made in TSTF-510. Dominion is changing the phrase to "tube plugging criteria." This change is administrative and should not result in this application being removed from the Consolidated Line Item Improvement Process.
Enclosure
-2 This administrative error was indentified in a February U.S. Nuclear Regulatory Commission (NRC)-TSTF meeting and documented in a letter from the TSTF to the NRC dated March 28, 2012 (TSTF letter No. 12-09).
The NRC staff agrees with the licensee that this is an inconsistency in TSTF-510 Revision 2 that should be corrected.
SPS Specification 6.4.Q, "Steam Generator (SG) Program," paragraph 4.b is the equivalent to TSTF-510 Revision 2 paragraph d.2. SPS insert A which replaces current paragraph 4.b states:

Reguest for Additional Information In your application, you stated that you were going to change the phrase "tube repair criteria" to "tube plugging criteria" in Specification 6.4.Q paragraph 4.b. However, insert A for Specification 6.4.Q paragraph 4.b still has the phrase "tube repair criteria." Provide an explanation for not making the proposed change, or provide a new insert A that incorporates the new proposed wording, "tube plugging criteria."
Regulatory Analysis Basis Title 10 of the Code ofFederal Regulations, Section 50.90, "Application for Amendment of License, Construction Permit, or Early Site Permit," states (as quoted):
Whenever a holder of a license, including a construction permit and operating license under this part, and an early site permit, combined license, and manufacturing license under part 52 ofthis chapter, desires to amend the license or permit, application for an amendment must be filed with the Commission, as specified in §§ 50.4 or 52.3 of this chapter, as applicable, fully describing the changes desired, and following as far as applicable, the form prescribed for original applications.
