after a meeting where he had disrupted the meeting.

and he would basically just laugh it off.

That's correct.

It was slightly different in that we only do (b)(7)(c) once a year, they last about two to three months.

my supervisors were going to take two canisters, then another one would take two canisters, and the next one would take two canisters on the night shift.

He had the first two canisters.

And he had a we had specific ALARA goals for each canister.

And the night shift was not doing well on the first two canisters.

And so I wanted to discuss that with him, and when I did he basically blew up and told me that as long as management isn't going to provide us with the tools and the resources that dose would never change.

SPEC. AGEN And at that point or prior to that point, you noticed a change in his attitude?

_tIt was around that point, yes.

He was on the night shift at the time.

So, he got moved to a different position and 16 was working when you said his attitude changed.

And 17 what started happening after the point until he no.

18 longer worked for you?

Well there was I can 20 recall one instance that we were having what we call 21 a high impact team meeting for the I(b)(7)(C) 1 22 that was coming up.

And he blew up at the I(b)(7)(C) 23 I (phonetic) and used 24 profanity and basically, not physically, but 25 personally attacked her in the meeting.

step in and tell him to stop.

2 And again after the meeting I went to him 3

and asked him, "What was wrong, was there something 4

wrong? Is there something bothering you?" you know, 5

"That was uncalled for, et cetera" and, you know, 6

again he would say, you

know, "Until management 7

provides use with the tools we need nothing is going 8

to change with ALARA."

and that was his attitude.

AGENT r And when he 10 told you that, did you even consider doing any 11 investigation into what he was telling you about the 12 ALARA rates?

Well, I can tell you that 14 going back to the dry field storage the first two 15 canisters when he was on night shift, the crew picked 16 up about 2 rem, per canister.

By the time we ended 17 the campaign when we got to the seventh canister., when 18 he was no longer involved the crew picked up 133 19 millirem.

So there were many changes that we did that 20 were supported by the crew to reduce dose.

24 No, it was basically the 25 crew they kind of owned it.

talking to him about his performance.

going in the order of the performance appraisal.

he it became an attack on me and it became his 9

opinion of my performance.

And he went on for, I want 10 to say, 45 maybe 50 minutes about what a terrible 11 supervisor I was and, you know what my faults were.

12 Basically became a personal attack on me.

So we 13 didn't get to talk about the entire performance 14 appraisal because I wanted -- I felt like I needed to 15 get him out of my office.

Ic I No, just that it was kind of upsetting when I tried to tell him about his performance and it turned into my performance appraisal, and I never really got to discuss his issues with him.

Well the person obviously 12 needs to be qualified as a supervisor, and there is a

13 couple of different ways to do that.

You can give 14 them a temporary supervisor qual or they in fact have 15 the real supervisor qual.

actually practiced it and they ended up picking up 3 7

evolution right there, now this is the same crew that (b)(7)(c) 9 7

C was supervising too.

That particular evolution 10 right there proved to them, that hey we can make a 11 difference with ALARA if we just change our work 12 behavior slightly.

And so it just kind of carried on 13 after that and the crew owned it, and before you know 14 it they were reducing dose on every task.
