Dear Mr. Ajluni:
By letter dated August 2,2012, Southern Nuclear Operating Company. Inc. (the licensee) submitted revisions to its Physical Security Plan, Training and Qualification Plan and Safeguards Contingency Plan for its three operating plants. The U.S. Nuclear Regulatory Commission staff is currently reviewing the submittals to ensure compliance with Title 10 of the Code of Federal Regulations, Section 50.54(p)(2) and has determined that additional information, as identified in the enclosure, is needed to complete its review.
Please provide the additional information within thirty (30) days of the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION REGARDING REVISIONS TO THE PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 SOUTHERN NUCLEAR OPERATING COMPANY, INC By letter dated August 2, 2012, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12221A228), Southern Nuclear Operating Company (the licensee) submitted the Southern Nuclear Operating Physical Security Plan (PSP), Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP), Revision 13 for Joseph M.
Farley Nuclear Plant, Units 1 and 2 (FNP), Edwin I Hatch Nuclear Plant, Units 1 and 2 (HNP),
and Vogtle Electric Generating Plant, Units 1 and 2 (VEGP). The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.
I.
JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2
- 1.
In Sections 11.2.2 and 14.4.1 of the PSP, the licensee describes the vehicle barrier system for the FNP. The descriptions in these sections seem to be contradictory. Specifically, the first paragraph of Section 11.2.2 on page 16 appears to contradict the first paragraph of 14.4.1 on page 22. Additionally, the description of vehicle barrier system (VBS) capabilities in the third paragraph of Section 11.2.2 on page 16 and the description of capabilities in the first paragraph on page 24 in Section 14.4.1 seem to be contradictory. Describe the VBS and how the site's VBS meets the requirements of 10 CFR 73.55(e)(3)(i)(A).
Additionally, the licensee should make appropriate changes during the next revision of the site's PSP to ensure the language clearly describes the VBS, its function(s), and capabilities in accordance with 10 CFR 73.55(e)(1)(ii).

It is unclear from the language whether the OCA vehicle checkpoint meets the requirements of 10 CFR 73.55(h)(2)(iii) and (h)(2)(v). Describe the OCA vehicle checkpoint, the types of personnel who staff the checkpoint, and how it meets the requirements of 10 CFR 73.55(h)(2)(iii) and 10 CFR(h)(2)(v). II.
EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2
- 1.

It is unclear from the language whether the OCA vehicle checkpoint meets the requirements of 10 CFR 73.SS(h)(2)(JJJ) and (h)(2)(v). Describe the OCA vehicle checkpoint, the types of personnel who staff the checkpoint, and how it meets the requirements of 10 CFR 73.SS(h)(2)(iii) and 10 CFR(h)(2)(v). Additionally, the licensee should make appropriate changes during the next revision of the site's SCP to ensure the language clearly describes the OCA vehicle checkpoint in accordance with 10 CFR 73.SS(c)(S).
III.
VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2
- 1.
