ME8300 - DA - battery related Tech Spec Surveillance Requirement LAR - conference call invitation; draft RAI items NRC staff seeks a conference call to discuss the following agenda, which is intended to become a set of RAI items. Please observe that the battery model number(s) are referenced in your application as both LRC-17 and LCR-17. Please confirm if a typographical error accounts for the two designations. If there is a typo, it affects the scope of the RAI item(s), which we would discuss during the call.

Please respond with some windows of opportunity for a call within the period 24-28 Sept 2012 (I recognize that 21Sept 2012 is a DAEC staff day off.) I will confer with the Reviewer (Prem Sahay) to confirm a mutually agreeable time.

Agenda for discussion:

In its application dated March 22, 2012, the licensee proposed to add two new cells (C & D type LRC-17) to the existing 58 cells (C&D type LCR-17).

1 - Confirm if the proposed two new cells are C & D type LRC-17.

2 - Provide a copy of the pages of the battery manufacturers Instruction Manuals (Publication Numbers RS-1476, Section 12-800, Dated 2003 and 2010) for two new cells (C & D type LRC-17 and / or LCR-

17) showing cell discharge characteristic curve (amp hour per positive verses amp per positive), float voltage and specific gravity limits recommended by the cell manufacturer for staffs review.

3 - Even if there is only one model number, verify whether there are any specification differences or improvements assignable to the expansion cells, relative to the existing cells. Conceivably, this might have resulted from advances in battery technology introduced in later manufacturing production runs. If so, please provide the requested data (See item 2) from the instruction manuals for both technologies installed at Duane Arnold Energy Center.

4 - The Institute of Electrical and Electronics Engineers (IEEE) Standard ( Std.) 450-1987, IEEE Recommended Practice for Maintenance, Section 7.0 states, Replacement cells, if used, should be compatible with existing cells and should be tested prior to installation. Discuss how the new C & D type LRC-17cells are maintained and tested prior to installation.

5 - In its application dated March 22, 2012, the licensee proposed 60 cells battery configuration by adding two new cells to the existing 58 cells battery. Confirm that the battery maximum equalizing voltage with the proposed 60 cells battery configuration will not exceed the maximum voltage rating of any of the 125 Volt nominal direct current equipment or components connected to the battery.
