As the Mayor of one of the largest cities in South Orange County, I am writing on behalf of Laguina Niguel re4sidehts :Who have recently expressed concerns about the January 31, 2012 event at SONGS during which' a ".r-eactor.-coolant,.leak,,occurred.inr-Unit.3 resulting in, asmall.

radioactive release. Subsequent investigations by Southern California Edison (SCE),.Mitsubishi (Designer/Manufacturer) and. the NRC have revealedunexpected premature wear in multiple stearm generator tubes in bbthf Uhit 2 and"Unit3.

The City of Laguna Niguel: is located in South Orange County. approximately 11 miles northwest of the SONGSý FACILITY. Therecent :eVent at SONGS'and;subsequent'investigative findings and conclusions ha'iec reated cause for concern among local offiqials: and area residents,.and -raised questions about the future operation of SONGS.

Recently, members of our City Council and City staff attended meetings at SONGS with Southern California Edison (SCE) at which SCE. officials briefed City. representatives on the unexpected premature wear in multiple ýsteam generator.tAubes -in Unitsl 2. and 3,-!and the radiation leak from Unit'3 that prompted the'shutdown of the' plant. At the local level,;SCE has also been very transparent and forthcoming by providing up to date SONGS FACT sheets/correspondence-incluiddihg holding one-on-one elected official briefings on an ongoing blasIs.'- I sincerely appreciate thd due diligehce exercised by"SCE a~nd NRC officials, to err on the

Macfarlane August 9, 2012 US Nuclear Regulatory Commission Page 2 San Onofre Nuclear Generating Station (Songs) Safety Concerns In my capacity as the Mayor of Laguna Niguel and as a business leader in Orange County for over 25 years, I urge the NRC to continue its due diligence and independent review of this incident to address public concerns that have been raised in an open and transparent manner, and continue to take prudent and cautionary steps while a careful analysis of the excessive tube wear is conducted and a thorough review of the plant's future viability is determined.
