PERRY NUCLEAR POWER PLANT-NOTIFICATION OF NRC SUPPLEMENTAL INSPECTION (95002) AND REQUEST FOR INFORMATION

Dear Mr. Kaminskas:

In a letter dated April 30, 2012, you informed the U. S. Nuclear Regulatory Commission (NRC) that Perry Nuclear Power Plant (PNPP) was ready for the NRC to perform a supplemental inspection at PNPP using NRC Inspection Procedure (IP) 95002, Supplemental Inspection for One Degraded Cornerstone or any Three White Inputs in a Strategic Performance Area.

In a letter dated June 16, 2012, PNPP requested that the NRC postpone the planned 95002 Supplemental Inspection. The request indicated that questions arose regarding the completeness and adequacy of the corrective actions that were developed to address the root and contributing causes of the previously identified performance issues. Your PNPP requested additional time to conduct further review to assure that the plant was adequately prepared for the NRC's supplemental inspection.

In a letter dated August 9, 2012, you informed the NRC that PNPP was ready for the NRC to perform a supplemental inspection using NRC Inspection Procedure (IP) 95002, Supplemental Inspection for One Degraded Cornerstone or any Three White Inputs in a Strategic Performance Area.

On August 27, 2012, the NRC will begin the IP 95002 supplemental inspection. This on-site inspection is scheduled to be performed August 27 through September 14, 2012. The purpose of this inspection is to review the adequacy of your root cause, corrective actions, and extent of condition evaluation associated with your 2011 Occupational Radiation Safety Performance issues. Included in this inspection will be a review of your safety culture assessment. This inspection will not include a review of your second quarter 2012 Occupational Radiation Safety Performance Indicators. That review will be subsequently completed as part of our routine baseline inspection activities.

We have discussed the documents needed by the inspectors prior to their arrival on site for the inspection. You have already provided the root cause evaluation and supporting documentation related to the June 2, 2012, resin spill event in the radwaste building 574 elevation. You have

Additionally, you have stated that there have been no revision(s) to the root cause investigation report(s) for the White finding and White performance indicator for occupational radiation safety previously supplied for the 95002 supplemental inspection that was postponed at your request.
