Millstone 2 and 3--Acceptance Review for Relief Requests RR-04-03 and IR3-15 (TAC ME9013 and 9014)

Dear Mr. Bartron:

By letter dated July 5, 2012, Dominion Nuclear Connecticut, Inc. (DNC) submitted for the U.S.

Nuclear Regulatory Commission (NRC) review and approval of Relief Requests RR-04-09 and IR-3-15 for Millstone Power Station Units 2 and 3 (ADAMS Accession Number ML121910350).

The licensee requested relief from the leakage test requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, IWD-2500-1 and IWD-5220 ,for the piping segments of the service water system located in the confined space of the intake structure bays at Millstone units 2 and 3.

In accordance with NRC's process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your Relief Requests RR-04-03 and IR3-15, and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.

If you have any questions, please contact me at (301) 415-4125.

Sincerely, James Kim, Project Manager Plant Licensing Branch 1-1 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation
