Response to NRC Request for Additional Information Pursuant to the requirements of 10 CFR 50.54(p), attached is Issue 8, Revision 0, of the Nine Mile Point Nuclear Station Physical Security, Safeguards Contingency, and Security Training and Qualification Plan (the Plan). A summary of changes containing Security-Related Information for withholding from public disclosure per 10 CFR 2.390 is provided in Attachment 1. The revised Plan, which is classified as Safeguards Information, is provided in Attachment 2.
This revision of the Plan was primarily performed to incorporate changes embodied in Revision 7 of NEI 03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan
[and Independent Spent Fuel Storage Installation Security Program]," as endorsed by the NRC on November 10, 2011. Within the attached summary of changes, portions of the Plan that deviate from NEI 03-12 are clearly identified. This revision of the Plan also incorporates changes in Section 15.3 to which Nine Mile Point Nuclear Station, LLC (NMPNS) committed in Reference 1 in response to the NRC's Request for Additional Information on June 11, 2012.
NMPNS has reviewed the changes in accordance with applicable site procedures and determined that they do not decrease the effectiveness of the Plan or the overall Nuclear Security Program for NMPNS.
NOTE: ATTACHMENT I TO THIS LETTER CONTAINS SECURITY-RELATED INFORMATION TO BE WITHHELD FROM PUBLIC DISCLOSURE. ATTACHMENT 2 CONTAINS SAFEGUARDS INFORMATION AND MUST BE PROTECTED PER 10 CFR 73.21. UPON REMOVAL OF THE ATTACHMENTS, THIS LETTER MAY BE DECONTROLLED.
