Dear Dr. Al-Sheikhly:

We are continuing our review of your reactor operator requalification program for the Maryland University Training Reactor, which you submitted on August 26, 2010, as an enclosure to the reply to a Notice of Violation issued to the University of Maryland in NRC Non-Routine Inspection Report No. 50-166/2010-202 as supplemented on March 14 and May 22, 2012.

During our review of your operator requalification program, questions have arisen for which we require additional information and clarification. Please provide responses to the enclosed request for additional information within 30 days of the date of this letter. In accordance with Title 10 of the Code of Federal Regulations Section 50.30(b), your response must be executed in a signed original under oath or affirmation. Following receipt of the additional information, we will continue our evaluation of your operator requalification program.

REQUEST FOR ADDITIONAL INFORMATION REGARDING THE OPERATOR REQUALIFICATION PROGRAM FOR THE MARYLAND UNIVERSITY TRAINING REACTOR LICENSE NO. R-70; DOCKET NO. 50-166 The NRC has reviewed the revision to your requalification plan submitted by letter dated May 22, 2012. We noted two items for which we require additional information. Please provide responses within 30 days of the date of this letter.

Section 5.1 of your requalification plan, in the third paragraph under Abnormal Conditions, states that the written examination will be administered biennially.

The written examination will be administered biennially, in the fourth quarter of the second year of the two year cycle In the first paragraph of Section 4.0, Requalification Program, and in Section 9.0, Administration, the frequency for the written examination is annually. Please inform the NRC of your plans to resolve this discrepancy and provide an updated requalification plan if changes are necessary.

Section 9.0, Administration, states:

The Reactor Director will be exempt from taking every other annual written examination, but will be required to perform the operations set forth in Section 3.0 and the review of documents set forth in Section 6.0 The requirement to review documents is in Section 7.0, Document Review, and not in Section 6.0. Please inform the NRC of your plans to resolve this discrepancy and provide an updated requalification plan if changes are necessary.
