Regarding the Flooding Aspects of Recommendations 2.1 and 2.3 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident

NRC Letter, Endorsement of Nuclear Energy Institute (NEI) 12-07, "Guidelines for Performing Verification' I kdowns of Plant Flood Protection Features," dated May 31, 2012 On March 12, 2012, the NRC staff issued Reference 1. Enclosures 2 and 4 of Reference 1 contain specific requested actions and requested information associated with Recommendations 2.1 and 2.3 for Flooding Evaluations and Walkdowns.

U.S. Nuclear Regulatory Commission June 8, 2012 Page 2 This letter provides Duke Energy's consolidated 90 day response for all of its licensed operating plants (Oconee Units 1, 2 and 3; McGuire Units 1 and 2; and Catawba Units 1 and 2).

Recommendation 2.1: Floodinq In Reference 2, the NRC identified the schedule for each site to complete its flood hazard reevaluation. The schedule for Oconee was identified as March 12, 2013. The schedule for McGuire and Catawba was identified as March 12, 2014. Duke Energy plans to submit flood hazard reevaluation reports by the requested response dates.

In addition, Duke Energy plans to meet the requested date for the other requested responses in of Reference 1. Specifically, an approach for developing an Integrated Assessment for each site will be submitted within 60 days after the NRC endorses Integrated Assessment Guidance. In addition, an Integrated Assessment report for each site, if it is necessary, will be submitted within 2 years following submittal of the flood hazard reevaluation report.

Recommendation 2.3: Flooding For flooding recommendation 2.3 (walkdowns), Enclosure 4 of Reference 1 states that each licensee is to confirm that it will use the NRC-endorsed flooding walkdown procedure or provide a description of the process it will use.

Duke Energy confirms that it will use the flooding walkdown procedure (NEI 12-07, Guidelines for Performing Verification Walkdowns of Plant Flood Protection Features) endorsed by Reference 3 as the basis for the flooding walkdowns at Oconee, McGuire, and Catawba.

Furthermore, Duke Energy plans to meet the response timeline identified in Enclosure 4 of Reference 1. Specifically, Duke Energy will submit reports documenting the results of its flooding design basis walkdowns at Oconee, McGuire, and Catawba, by November 27, 2012 (i.e., within 180 days following NRC endorsement of NEI 12-07).

This letter contains no new regulatory commitments.
